Emission details must for automakers from April 2017

From April 1, 2017, vehicle manufacturers including those making e-rickshaws and e-carts will have to declare in detail the emission levels of each vehicle they produce.

Following a recent notification, the Ministry of Road Transport and Highways has amended Form 22 under the Central Motor Vehicles Act, 1989, through which manufacturers provide the Initial Certificate of Compliance with Pollution Standards, Safety Standards of Components Quality and Roadworthiness certificate for all vehicles.

From April 1, 2017, the revised Form 22 will require the brand, chassis number, engine number (motor number for battery-operated vehicles) and emission norms – Bharat Stage - IV/VI/Bharat (Trem) Stage-III/III of the vehicle to be filled. The manufacturers will also have to specify the levels of each pollutant like CO, hydrocarbon, non-methane HC, NOx, HC+NOx and PM as also the sound level for horn and pass-by noise values. Earlier, the form only certified that the vehicle in question complied with the provisions of the Motor Vehicles Act, including the relevant emission norms.

The amended rules will apply to all vehicles running on petrol, CNG, LPG, electric, diesel and hybrid, including agricultural and construction vehicles, e-rickshaws and e-carts. The new Form 22 will be issued with the signature of the manufacturer. For e-rickshaws and e-carts, an authorised signatory of registered e-rickshaw or e-cart association will sign the form. 

Lower emissions push for bigger engines

Carmakers will be upsizing engines as new real-world emissions tests, which will come into force in Europe by 2019, expose flaws in downsized engines.
