The Ministry of Road Transport and Highways (MoRTH) has issued a notification stating that registration renewal fees for vehicles older than 15 years will be increased from April 2022 onwards.
The move seems to be aimed at phasing out old, polluting vehicles in light of the government’s recently announced scrappage policy. As per the notification, these new rules are likely to be called the Central Motor Vehicles (Twenty Third Amendment) Rules, 2021 and will come into effect from April 1, 2022.

Registration renewal fees hiked
From April 2022 onwards, motorists will have to shell out up to eight times more to get their vehicles re-registered. The fees for registration renewal of a car older than 15 years will be Rs 5,000 as against Rs 600 currently. Similarly, the fees for old bikes will be Rs 1,000, while it currently costs Rs 300.
Renewal of registration for imported bikes and cars will cost Rs 10,000 and Rs 40,000, respectively, while issuing a new registration right now costs Rs 2,500 and Rs 5,000, respectively.
Meanwhile, in order to renew the fitness certificate for 15-year-old vehicles, it will cost Rs 1,000 for motorcycles and Rs 7,500 for light motor vehicles.
The notification also outlines the cost of conducting a test on a vehicle in order to grant the aforementioned certificate. This will cost Rs 400 for a manual motorcycle and Rs 500 for an automated motorcycle, while light motor vehicles will be charged Rs 800 and Rs 1,000, for manual and automated versions, respectively.
Point to note, as per government rules, after a private vehicle is 15 years old, its registration will need to be renewed every 5 years.
In case there’s a delay in applying for the renewal of certificate of registration, an additional fee of Rs 300 will be levied every month for private vehicles. Furthermore, an additional fee of Rs 50 will have to be paid for each day of delay after the expiry of the certificate. An additional fee of Rs 200 will be levied if the certificate of registration is a smart card-type issue.
